I lived on Pacific St across this place from 1994-6. This was a crack house at the time. I can personally attest to the fact that the scaffolding has been there for over a decade (mostly without a permit).
There has been so much neglect at this structure I am amazed that any ‘healthy’ certification could be issued. The brick outer-structure that is being preserved has been exposed to the elements for over 20 years. I am guessing that there must be mold, asbestos and other carcinogenic nastyness infused into the concrete.
Unless they are dismantling the entire structure then cleaning each brick by hand, then replacing all the concrete, there is no way this place should be deemed ‘healthy’. The only thing that is healthy about this is the developers bank account.
